COMMISSIONERS
|
|
Three elected non-partisan commissioners are responsible for the direction of the Port.
Each commissioner represents a district within the county. The commissioners provide
long-term vision for the Port, establish Port policy, provide review of Port budgets
and vouchers, approve Port contracts, and decide on other legal obligations of the Port.
The 6-year terms are staggered for each commissioner so that one of the positions is up
for election every two years. Commissioners can be reached either by phone or via the

Jim Huffman, Commissioner, District #1 – elected in 1994
Commissioner Huffman retired from Chelan County PUD following a 30-year career serving
in environmental & regulatory compliance and power contract management.
He is an alumnus of WHS, WVC and CWU and holds a BS in Environmental Science. Jim served
two tours of duty in the US Navy during the Vietnam War from 1968 through 1972. Following
the tragic homicide of his daughter and former wife, Commissioner Huffman became involved
in many non-profit organizations representing children and victims of violent crimes. He
currently sits on the Board of Directors of the Good Grief Center in Wenatchee and the
Families and Friends of Violent Crime Victims in Everett. In addition, Jim is the
Governor’s appointee on the Jail Industries Board and the Advisory Committee for the
Department of Corrections to evaluate and establish new re-entry facilities across
Washington State.
He is a member and past-president of Wenatchee Sunrise Rotary Club and is married to
Christine.
Alan Loebsack, Commissioner, District #2 – elected 1986
Commissioner Loebsack is an upper Douglas County wheat farmer and a graduate of Waterville
High School. Alan has a Bachelor of Arts degree in Business Administration from Eastern
Washington University with a minor in economics. The Loebsack family is actively involved
with the Badger Mountain Ski Area, Waterville Young Life Club and the Waterville High
School. Their farm at Lamoine has been in the Loebsack family for three generations.
Alan and his wife, Marjorie, have five children and also serve as foster parents for kids
needing temporary placement.
Mark M. Spurgeon, Commissioner, District #3 – elected 2005
Commission Spurgeon retired from the Eastmont School District after 32 years in public
education. He served as assistant principal at Lake Stevens and Sammamish (Bellevue)
high schools, and principal at Eastmont Jr. High. His last years in public education
were as Executive Director for Eastmont schools, supervising the construction of two
new schools and the remodeling and additions at two elementary schools.
Mark holds a Master’s degree in Policy, Governance & Administration, and a Bachelor’s
degree in Germanic Language & Linguistics, both from the University of Washington.
Mark was born in Wenatchee and now lives in East Wenatchee. He and his wife, Nancy,
have two grown daughters. He enjoys music, golf, sailing, fishing, and motorcycling.
Mark is a member and past president of the East Wenatchee Rotary Club and now works at
Wenatchee Valley College as the Dean of Liberal Arts & Assessment Coordinator.
